The high-level China-U.S. economic and trade talks have achieved substantial progress and reached important consensus.

The Government of the People’s Republic of China ("China") and the Government of the United States of America ("the United States"), Recognizing the importance of bilateral economic and trade relations to both countries and the global economy; 

Recognizing the importance of sustainable, long-term, and mutually beneficial bilateral economic and trade relations; 

Given the recent discussions between the two sides, believing that continuous consultation helps address economic and trade concerns;

In the spirit of mutual openness, continuous communication, cooperation, and mutual respect, pledging to advance related work; 

Both sides commit to taking the following measures by May 14, 2025:

一、 The United States will: 

  1. Modify the ad valorem tariffs imposed on Chinese goods (including goods from the Hong Kong Special Administrative Region and Macao Special Administrative Region) under Executive Order 14257 dated April 2, 2025. Specifically, the 24% tariff will be suspended for the initial 90 days, while retaining the remaining 10% tariff as specified in the Executive Order; 
  2.  Remove the additional tariffs on these goods imposed under Executive Order 14259 dated April 8, 2025, and Executive Order 14266 dated April 9, 2025.

二、 China will:

1.Corresponding modify the ad valorem tariffs imposed on U.S. goods under Tariff Commission Announcement No. 4 of 2025. Specifically, the 24% tariff will be suspended for the initial 90 days, while retaining the remaining 10% tariff and removing the additional tariffs on these goods under Tariff Commission Announcement No. 5 and No. 6 of 2025;

 2.Take necessary measures to suspend or remove non-tariff countermeasures against the United States effective April 2, 2025. 

Following these measures, both sides will establish a mechanism to continue consultations on economic and trade relations. The Chinese representative is Vice Premier He Lifeng, and the U.S. representatives are Secretary of the Treasury Scott Bessent and U.S. Trade Representative Jamison Greer. Consultations may take place in China, the United States, or a third country agreed upon by both sides. As needed, working-level discussions on relevant economic and trade issues may be conducted.
