U.S. to Lower Tariffs on Chinese Imports Effective November 10, 2025

On November 1, 2025, the White House announced a trade policy adjustment following recent U.S.–China economic discussions.
The changes take effect on November 10, 2025, covering four key areas: fentanyl-related tariffs, reciprocal tariffs, Section 301 exclusions, and maritime trade measures.


Key Measures

Tariff Reduction — The U.S. will reduce the “fentanyl-related tariff” on Chinese imports by 10 percentage points, effective November 10, 2025.

Reciprocal Tariffs — The current 10% reciprocal tariff will remain in place through November 10, 2026.

Section 301 Exclusion Extension — Certain Section 301 tariff exclusions, originally expiring November 29, 2025, are extended to November 10, 2026.

The list covers 178 HTSUS codes, including goods such as children’s products, mechanical parts, chemicals, electronics, medical supplies, and solar manufacturing equipment.

Export Control Adjustment — The “End-User Expansion Rule” will be suspended for one year, beginning November 10, 2025.

Maritime Measures Suspension — Section 301 actions targeting China’s maritime, logistics, and shipbuilding sectors will be suspended for one year.
