New Regulations for Lithium Battery Shipments via Ningbo Port — ONE Issues Important Notice

Release time:

2025-10-28

📰 1. Policy Overview: Stricter Compliance for Dangerous Goods Shipments via Ningbo

ONE (Ocean Network Express) has announced new mandatory documentation requirements for lithium battery shipments classified as dangerous goods through Ningbo Port.
This update follows new enforcement measures from the Ningbo Maritime Safety Administration (MSA), aiming to strengthen transport safety standards for hazardous cargo.

Under the new rule, in addition to the Safety Data Sheet (SDS), shippers and freight forwarders must also submit a UN 38.3 Test Report. Failure to provide this documentation may lead to booking rejections or cargo delays.

📊 2. Scope of Application: All Imports, Exports, Transshipments, and Transit Shipments via Ningbo Port

Affected cargo types (Class 9 Dangerous Goods):

UN 3090 – Lithium Metal Batteries

UN 3091 – Lithium Metal Batteries Contained in or Packed with Equipment

UN 3480 – Lithium-Ion Batteries

UN 3481 – Lithium-Ion Batteries Contained in or Packed with Equipment

UN 3536 – Lithium Batteries Installed in Cargo Transport Units

Applicable operations:
This rule applies to all shipments handled through Ningbo Port — including export loading, import discharge, transshipment, and transit cargo.
Whether your cargo is exported to the U.S., Europe, or transshipped to other Asian destinations, it must comply with this new requirement.

⚠️ 3. Key Change: UN 38.3 Test Report Now Mandatory

Previously, only an SDS (Safety Data Sheet) was required when booking Class 9 lithium battery cargo.
Now, the MSA requires an additional UN 38.3 Test Report to prove that the battery model meets the safety standards set out in the UN Manual of Tests and Criteria, Section 38.3.

Non-compliance may result in:

Booking rejection or delay

Cargo refusal at the terminal

Possible penalties or storage fees

Vessel berthing refusal

🔍 ONE emphasizes: To ensure smooth shipment handling, shippers and freight forwarders must prepare and submit both the UN 38.3 Test Report and SDS at the booking stage, ensuring the model information matches and the documents are complete.

🌍 4. Industry Impact: Exporters and Forwarders Must Act Quickly

For exporters:

Verify that each battery model’s UN 38.3 Test Report is valid and up to date.

Missing or incorrect documentation may cause shipping delays or added costs.

Compliance management will become a key part of your logistics operations.

For freight forwarders:

Verify all documentation before booking.

Ensure model consistency between the UN 38.3 report and the actual shipment.

Maintain proactive communication with carriers to avoid disruption.

For overseas buyers and importers:

Expect potential short-term shipment delays.

Coordinate with suppliers to confirm documentation readiness and shipment timing.

💡 5. Recommended Actions: Prepare Early to Ensure Smooth Shipping

To avoid unnecessary delays or penalties, we recommend:

Immediately verify that SDS and UN 38.3 documents are complete and valid.

Submit all documents before booking for pre-check.

Stay updated on carrier and port notices for any further changes.

Work with a professional freight forwarder experienced in lithium battery transport for compliance support and documentation review.
